Our Nation’s Future, the Children, Still Account
for the Largest Poor Population in 2003

I. Highlights of the Results

Across all basic sectors, children, women and urban poor consistently accounted for the largest number of poor population at 14.1, 12.2 and 6.9 million in 2000 and 13.5, 11.6, 6.3 million in 2003, respectively.

On the other hand, fishermen, farmers and children comprised the poorest sectors with poverty incidences of 50.8%, 46.6% and 42.5% in 2000 and 43.6%, 42.4% and 38.8% in 2003, respectively.

Poverty incidence for all sectors decreased from 2000 to 2003. The largest decreases were observed for senior citizens, fishermen and farmers with 9.6, 7.2, and 4.3 percentage points decreases, respectively.

In 2003, among the regions, poverty incidence was highest in ARMM for women (53.7%), youth (49.5%) and urban poor (43.9%), in CARAGA for children (61.7%), migrant and formal sector workers (37.0%) and fishermen (72.9%) and in Region IX for senior citizens (38.7%) and farmers (65.7%). On the other hand, the lowest poverty incidence for all the sectors was observed in NCR for both 2000 and 2003.

In terms of magnitude of the poor, it was largest in Region V for women and children, in Region VI for youth, senior citizens and migrant and formal sector workers, in Region III for urban poor, in Region VII for farmers and in ARMM for fishermen. For almost all sectors, poverty was lowest in CAR, except for senior citizens and farmers which were lowest in NCR.

II. Notes on the Methodology and Estimates

To further serve the needs of planners and policy makers for more disaggregated statistics and indicators, the National Statistical Coordination Board (NSCB) is releasing for the first time official poverty statistics for the basic sectors for years 2000 and 2003. The estimates were computed using a new estimation methodology to compute for poverty statistics for the basic sectors, which was reviewed by the Technical Committee on Poverty Statistics (TC-PovStat), the body tasked to study the methodologies and estimating procedures used in generating poverty statistics and related indicators, and subsequently approved by the NSCB Executive Board in its 3rd quarter meeting last 5 September 2007. This methodology follows the official poverty estimation methodology, which defines the poor in accordance with Republic Act 8425, the Social Reform and Poverty Alleviation Act, to be those families and individuals whose income fall below the poverty threshold and who cannot afford in a sustained manner to provide for their minimum basic needs.

Official poverty statistics for the basic sectors are available at the national and regional levels, for the years 2000 and 2003.
