ENRA II Project

Description of the Project

The ENRA II Project focuses on the development and enhancement capacities for environmental and natural resource accounting, both for the generation and utilization purposes as a tool to integrate environmental concerns in policy making, planning purposes and decision making. The fundamental objective of the Project is to institutionalize the generation and utilization of the PEENRA that will contribute to the mainstreaming of environmental concerns in policy formulation, planning and decision making at the national level and selected regions and province.

The Project will utilize different approaches which proved to have significantly contributed to the success of ENRA Subprogramme. Such approaches include the learning through action, exchange of experience and knowledge, and cooperation, coordination and linkaging. It shall also fully implement other approaches such as the demonstration-replication strategy and the multi-level approach.

Although the Project focuses on three levels (national, regional and provincial), it will have one activity that will share the results and experiences of piloting the United Nations System of Integrated Environmental and Economic Accounting (UN SEEA) framework in the Philippines with other Asia-Pacific countries who are interested and willing to develop the generation, compilation and utilization of their own environmental accounts. This is a continuing activity of sharing the Philippine experience with international agencies. Previous and current collaboration efforts include the contribution of results and methodological experiences to the UN SEEA Manual and Asia Environmental Review; provision of requested information as inputs to the masteral thesis of an international student; lending of the resulting parameters to the Government of Indonesia; and possibly, submission of a special study to the Food and Agriculture Organization (FAO).

The three levels mentioned above are further articulated as the three different components of the Project, namely:     

At the national level, the priority activities are:

a) advocacy and information dissemination of the results and demonstration of policy uses and applications of PEENRA;
b) capability building of the staff of other agencies who will participate in the preparation of the PEENRA;
c) and development of the data requirements of the PEENRA.

Specifically, the emphasis would be on the strengthening of the capability of the DENR and the Department of Agriculture (DA) who will have significant roles of preparing their respective asset accounts, and the National Economic and Development Authority (NEDA) who will lead in the utilization of the results.

The focus at the regional level will be the continuation of piloting the regional activities, which were started in the ENRA Subprogramme as well as replication in another region. The critical activities on the first year will include the revision and improvement of the estimates, orientation and dissemination of results, extension of the scope and coverage, data processing, and documentation. The second year will focus on replication to another region and on institutionalization activities in Region 7.

Lastly, environmental accounting will be a maiden undertaking that will test its viability and usefulness at the provincial level. It is also envisioned that the results at the provincial level will be utilized as basis for replication in other provinces as well as inputs to the formulation of sustainable development indicators.
