2009 Gross Regional Domestic Expenditures ![]()

Overall Performance
In 2009, the gross regional domestic expenditures or GRDE was valued in constant prices at Php 1,432.1 billion, 1.1 percent higher than its 2008 level of Php 1,417.1 billion. GRDE is the sum of all final uses of goods and services in the regional economies during the year.
The GRDE of Visayas and Mindanao groups decelerated to 3.2 percent and 3.7 percent, respectively from 3.7 percent and 3.9 percent in 2008. Luzon, on the other hand, reversed its growth from 3.6 percent in 2008 to negative 0.2 percent in 2009, its worst performance since 1998. The National Capital Region (NCR) declined by 0.4 percent, likewise a reversal from its 2008 growth of 4.7 percent, and its worst performance since 1992.

The rest of Luzon (excluding NCR) continues to get the lion’s share of the country’s expenditures accounting for 32.4 percent of the total domestic expenditures. Meanwhile, the Mindanao and Visayas groups contributed 18.2 percent and 16.9 percent to the total GRDE for the current year, respectively.

The biggest contributors to the growth of the 2009 total domestic expenditures were provided by Mindanao and Visayas island groups at 0.7 and 0.5 percentage points, respectively. On the other hand NCR and Other Luzon contributed negative 0.1 percentage point to the 2009 GRDE.

The Bicol region registered the highest growth of 8.2 percent, an increment from its 2008 growth of 4.1 percent. Zamboanga Peninsula and Western Visayas came in at second and third places with 6.8 percent and 5.9 percent growth, respectively.
Meanwhile, four regions experienced reversal growths in expenditures with CALABARZON (Region IVA) posting the biggest decline from 1.9 percent in 2008 to negative 1.6 percent in 2009. This was followed by Central Luzon with negative 1.4 percent from 3.7 percent, Ilocos Region with negative 1.0 percent from 2.0 percent and NCR with negative 0.4 percent from 4.7 percent growth in 2008.GROSS REGIONAL DOMESTIC EXPENDITURE

NCR topped all other regions in domestic spending at Php 465.7 billion accounting for 32.5 percent of the total expenditures of the country. Lagging far behind are CALABARZON (Region IVA), Central Luzon (Region III), Western Visayas (Region VI) and Central Visayas (Region VII) with 11.6 percent, 8.1 percent, 7.6 percent and 7.1 percent, respectively of total spending for 2009.
