Overall Performance
In 2008, the gross regional domestic expenditures or GRDE was valued in real terms at Php 1,419.0 billion, 3.8 percent higher than its 2007 level of Php 1,366.5 billion. GRDE is the sum of all final uses of goods and services in the regional economies during the year.
The GRDE of all the major island groups decelerated in 2008 with the rest of Luzon (excluding the National Capital Region) posting the lowest growth of 2.7 percent. The Visayas and Mindanao groups decelerated to 3.8 percent and 4.0 percent, respectively from 7.5 percent and 7.0 percent in 2007. Moreover, the National Capital Region (NCR) grew by 4.9 percent, likewise a deceleration from its 2007 growth of 7.8 percent.

The rest of Luzon (excluding NCR) continues to get the lion’s share of the country’s expenditures accounting for 32.7 percent of the total domestic expenditures. Meanwhile, the Mindanao and Visayas groups contributed 17.7 percent and 16.5 percent to the total GRDE for the current year, respectively.

The biggest contributors to the growth of the 2008 total domestic expenditures were provided by NCR and Other Luzon, at 1.6 and 0.9 percentage points, respectively. The Mindanao and Visayas island groups supplied 0.7 and 0.6 percentage points, respectively to the 2008 GRDE.

All regions experienced decelerated growths in expenditures with MIMAROPA (Region IVB) posting the highest deceleration, from 9.8 percent in 2007 to 3.1 percent in 2008. NCR and SOCCSKSARGEN (Region XII) decelerated from 7.8 percent and 6.7 percent to 4.9 percent and 4.6 percent, respectively.

NCR topped all other regions in domestic spending at Php 468.4 billion accounting for 33.0 percent of the total expenditures of the country. Lagging far behind are CALABARZON (Region IVA), Central Luzon (Region III), Western Visayas (Region VI) and Central Visayas (Region VII) with 11.9 percent, 8.3 percent, 7.3 percent and 7.1 percent, respectively of total spending for 2008.
On the other hand, Caraga (Region XIII) and Muslim Mindanao (ARMM), contributed the least to total expenditures with 1.3 percent and 0.9 percent share, respectively.
