Philippines Far From Achieving Education For All! ![]()

Latest figures from the Department of Education (DepEd) reveal that net enrolment ratio (NER) or participation rate1 at elementary level for SY 2006-2007 was 83.2 percent, lower by 1.2 percentage points from the previous school year. As shown in Table 1, NER is on a decreasing trend from SY 2002-2003 to SY 2006-2007. At the regional level, declines in NER were noted in all regions during the five-year period, except for NCR and Caraga which exhibited increases but only in SY 2006-2007. Zamboanga Peninsula posted the largest decrease of 12.1 percentage points, followed by Western Visayas and CAR with 11.0 and 10.6 percentage points, respectively. In terms of regional rankings for NER, NCR, Central Luzon and CALABARZON topped the other regions during the five-year period.

At the secondary level, NER increased barely by 0.1 percentage point in SY 2006-2007 and as shown in Table 2, NER was steady at 58 to 60 percent in the last five years. Figures show that 12 out of the 17 regions experienced declines in NER from SY 2002-2003 to SY 2006-2007, with the Mindanao regions having the lowest NERs. Although ARMM had the lowest NER during the five-year period, it posted the biggest improvement with an increase of 8.9 percentage points, from 23.7% in SY 2002-2003 to 32.6% in SY 2006-2007.

These figures for both elementary and secondary education indicate that the country is still far from achieving the goal of providing basic education to all based on UNESCO’s World Declaration on Education for All (EFA), UN’s Millennium Development Goal (MDG) on education as well as the Philippine EFA 2015 Plan.
Among the provinces, for SY 2006-2007, Davao del Sur had the lowest NER for elementary level at 63.5 percent and Sulu for secondary level at 15.2 percent. Majority of the provinces in the bottom 20 for NER for both elementary and secondary levels are from Mindanao. It is noted that at the secondary level, those provinces in the bottom 20 list have NER way below 50 percent.

In terms of the results of the National Achievement Test (NAT)2, Eastern Visayas and Caraga placed first and second, both at the elementary and secondary levels for SY 2006-2007 with mean percentage scores of 74.1 and 71.9, respectively, at elementary level and 64.2 and 62.9, respectively at secondary level. Both regions did very well in the NAT but had low NERs.

1 Net enrolment ratio or participation rate is the ratio of the enrolment for the age group corresponding to the official school age in the elementary/secondary level to the population of the same age group in a given year. The official school age is 6-11 for elementary and 12-15 for secondary.
2 National Achievement Test (NAT) for SY 2006-2007 was administered to Grade VI pupils for the elementary level and to Second Year students for the secondary level. The NAT, administered by the National Education Testing and Research Center (NETRC), aims to determine what pupils/students know and can do in five subject areas: Mathematics, English, Science, Filipino and Hekasi/Araling Panlipunan.
