Call for Prospective Local and Foreign Project Consultants on the Formulation of the Philippine Statistical Development Program 2011-2017

The NSCB is inviting prospective Local and Foreign Project Consultants whose expertise in strategic planning, formulation of medium-term statistical development program, and budgeting would be needed for the formulation of the Philippine Statistical Development Program (PSDP) 2011-2017.

1.  Background

The Philippine Statistical Development  Program (PSDP) is a mechanism for setting the directions, strategies and priorities of the Philippine Statistical System (PSS) and defines the priority statistical programs and activities for the medium term.   The purpose of the PSDP is also to provide vital information support to the Philippine Development Plan (PDP) and to promote efficiency of statistical operations through optimum use of available resources and adoption of cost-effective measures.

The PSDP is prepared every six years, with the PSDP 2005-2010 as the latest in a series of  publications which began in the 1970s.   The PSDP 2011-2017 will be the eighth PSDP to be prepared by the PSS.  The NSCB spearheads the formulation of the PSDP,  with the participation of  government agencies, academe, private sector, data users and other stakeholders through the Interagency Steering Committee and the various sectoral technical/interagency committees and adhoc working groups.

An assessment of the PSDP 2005-2010 was undertaken by two World Bank consultants in 2010 to provide inputs to developing the next PSDP.  Several issues and concerns have been identified that need to be addressed in the next PSDP, which should also give high priority to advocating for more resources for the PSS.  It is envisioned that the PSS through improved PSDP and more resources will be able to improve the generation of timely, relevant, useful, and accessible statistics to strengthen evidence-based decision making and contribute to improving economic and social outcomes in the country. 
 
The Project intends to develop an improved PSDP for the period 2011-2017 that lays out a strategy to address the major constraints and challenges in the PSS and enable the PSS to contribute more in monitoring of the development targets of the country. The formulation of the PSDP 2011-2017 shall adhere to the PARIS21 “Guide to Designing National Strategies for the Development of Statistics (NSDS)” where processes to be undertaken shall ensure wide consultation with all stakeholders of the PSS.  The next PSDP will involve not only the major statistical agencies but also the other data producers, data users, and other stakeholders to ensure that the PSDP cover the entire PSS. 
      
2. Objectives of the Project

The following are the objectives of the Project:

• Enhance the capacity of the PSS in preparing a national strategic plan for the development of statistics through the provision of capacity building activities on strategic planning, financial planning and budgeting, and human resource planning
• Improve the processes involved in the formulation, implementation, advocacy, and monitoring and evaluation of the PSDP 2011-2017
• Craft an improved PSDP 2011-2017 containing strategies and programs that would address the resource requirements, to include a medium-term expenditure and human resource framework
• Formulate policy directions and strategies that will address the growing need and demand for statistics with subnational dimension and sectoral dimension, such as on agriculture, education, health, and  environment and natural resources, and other priority concerns that will be identified in the PDP, with disaggregation at the lowest level possible but at least at the provincial level
• Effect improvements in the PSS through formulation and implementation of programs and activities that will address the problems in terms of  lower level data disaggregations, timeliness, and frequency for data to be more relevant to data users
• Consider in the PSDP formulation the best in international statistical practices and standards, such as the NSDS, and other concerns/developments in the international community, such as the  Millennium Development Goals, the ASEAN integration by 2015, the Dakar Declaration on the Development of Statistics, etc.  

3. Project Outputs and Deliverables

With the project objectives stated above, the expected outputs of the Project are as follows:

Component 1: Preparatory Activities for the PSDP 2011-2017

• Strategic planning framework
• Planning guidelines
• Consolidated concerns and recommendations based on the review of previous assessment reports
• Capacity building activities

Component 2: Formulation of the PSDP 2011-2017

• Assessment reports for key sectoral statistics
• PSDP 2011-2017 document
• Medium-term expenditure and human resource framework

Component 3: Dissemination, Advocacy, and Monitoring and Evaluation of the PSDP 2011-2017

• Communication and advocacy plan
• Dissemination media
• Enhanced monitoring and evaluation system and updating system for the PSDP

4. Scope of Work of the Consultants

The local and foreign Consultants and the NSCB Project Staff will work on the various phases of the Project.  The Consultants will liaise very closely with the NSCB Project Staff  and  the NSCB Project Management Committee during the entire duration of the Project.

More specifically, the Consultants shall undertake the following tasks/functions with the assistance of the NSCB Project Staff:

a.   Local Consultant (1)  for the Formulation of the PSDP 2011-2017

• Review the previous assessment reports to consolidate the concerns and recommendations cited for consideration in the formulation of the PSDP
• Review the concerns and recommendations raised in various fora  to provide consistent inputs in the formulation of the PSDP
• Prepare report on the major statistical developments in the PSS for the period 2005-2010
• Formulate strategic planning framework and planning guidelines for the PSDP formulation
• Conduct discussion sessions with the sector specialists of the NSCB and other agencies in the PSS, if necessary to validate the issues and concerns and  provide recommendations on how these can be addressed
• Review the consistency of the identified statistical issues and concerns and the proposed statistical development programs and activities
• Develop  prioritization scheme for the statistical programs and activities to be undertaken for adoption in the PSDP
• Integrate the PSDP chapters showing the scope and coverage, situational analysis, issues and concerns and statistical development programs and activities
• Prepare, revise and finalize PSDP  2011-2017 Volume 1
• Integrate the PSDP chapters showing the framework, indicators, detailed information on the programs and activities, schedule of conduct, and budgets
• Prepare, revise and finalize PSDP 2011-2017 Volume 2
• Develop appropriate monitoring and evaluation system and updating system for the PSDP and propose guidelines on the implementation of the systems
• Serve as resource person/facilitator during PSDP meetings, workshops and  forums

b.  Local Consultant (1)  for Budgeting and Formulation of Medium-Term Expenditure and Human Resource Framework

• Develop guidelines on budgeting of statistical activities consistent with the DBM guidelines for use in determining the budgets of programs and activities for inclusion in the PSDP Volume 2
• Serve as resource person/facilitator during the conduct of training/forum on  budgeting/financing of statistical programs and activities
• Provide assistance in determining the budgets of statistical programs and activities of the agencies in the PSDP
• Formulate the medium-term expenditure framework (MTEF) and human resource framework  for the PSS and present in a dissemination forum
• Propose possible sources of financing of statistical development programs and activities

c.  Local Consultants (4)  for the Assessment of Key Sectoral Statistics

• Conduct an assessment of key sectoral statistics, particularly on agriculture, education, health, and environment and natural resources statistics
• Identify key statistical development issues/concerns/challenges in the sectors that need to be addressed in the PSDP 2011-2017
• Provide recommendations on the policy directions, thrusts and strategies for the statistical development of the sectors
• Propose the appropriate statistical programs and activities to be undertaken during the medium term to address the concerns and challenges and to further develop the sectors
• Prepare the assessment report for the sectors to include the recommendations
• Serve as resource person in the PSDP consultative meetings/workshops and dissemination forum

d.  Foreign Consultant (1) for the Formulation of the PSDP 2011-2017

• Review the draft PSDP 2011-2017 (Volumes 1 and 2), including the planning framework and PSDP processes  and assess if it conforms with  international best practices and standards, such as the NSDS
• Provide advice/guidance on what needs to be improved/further considered in the draft PSDP 2011-2017 before finalization
• Prepare an evaluation report on the PSDP 2011-2017 and provide recommendations
• Serve as resource person in the PSDP workshop/forum

e.  Local Consultant (1) for the Advocacy and Communication Plan

• Identify weaknesses in the existing advocacy and communication activities of the NSCB and propose recommendations to address them
• Develop the appropriate PSDP advocacy and communication plan for various stakeholders (government, business, legislative, development partners, media, others), such as to ensure commitment of agencies in the implementation of PSDP and encourage agencies to develop their statistics (generate, make accessible, disseminate, and communicate their statistics), and to advocate the PSDP to potential development partners and funding institutions
• Develop and prepare information and education campaign (IEC) materials on PSDP
• Develop appropriate design for dissemination forum and other advocacy activities for more effective results
• Implement and serve as resource person/facilitator in the dissemination forum and advocacy activities for the PSDP

5. Evaluation Criteria

The following criteria will be used in the evaluation of the candidates and the selection of the Consultants:

a.  Local Consultants for the Formulation of the PSDP, Budgeting and Formulation of the Medium Term Expenditure and Human Resource Framework

b.  Local Consultants for the Assessment of Key Sectoral Statistics

c.  Foreign Consultant for the Formulation of the PSDP

d.  Local Consultant for the Advocacy and Communication Plan
