Call for Prospective Local and Foreign Project Consultants on the Formulation of the Philippine Statistical Development Program 2011-2017
The NSCB is inviting prospective Local and Foreign Project Consultants whose expertise in strategic planning, formulation of medium-term statistical development program, and budgeting would be needed for the formulation of the Philippine Statistical Development Program (PSDP) 2011-2017.
1. Background
The Philippine Statistical Development Program (PSDP) is a mechanism for setting the directions, strategies and priorities of the Philippine Statistical System (PSS) and defines the priority statistical programs and activities for the medium term. The purpose of the PSDP is also to provide vital information support to the Philippine Development Plan (PDP) and to promote efficiency of statistical operations through optimum use of available resources and adoption of cost-effective measures.
The PSDP is prepared every six years, with the PSDP 2005-2010 as the latest in a series of publications which began in the 1970s. The PSDP 2011-2017 will be the eighth PSDP to be prepared by the PSS. The NSCB spearheads the formulation of the PSDP, with the participation of government agencies, academe, private sector, data users and other stakeholders through the Interagency Steering Committee and the various sectoral technical/interagency committees and adhoc working groups.
An assessment of the PSDP 2005-2010 was undertaken by two World Bank consultants in 2010 to provide inputs to developing the next PSDP. Several issues and concerns have been identified that need to be addressed in the next PSDP, which should also give high priority to advocating for more resources for the PSS. It is envisioned that the PSS through improved PSDP and more resources will be able to improve the generation of timely, relevant, useful, and accessible statistics to strengthen evidence-based decision making and contribute to improving economic and social outcomes in the country.
The Project intends to develop an improved PSDP for the period 2011-2017 that lays out a strategy to address the major constraints and challenges in the PSS and enable the PSS to contribute more in monitoring of the development targets of the country. The formulation of the PSDP 2011-2017 shall adhere to the PARIS21 “Guide to Designing National Strategies for the Development of Statistics (NSDS)” where processes to be undertaken shall ensure wide consultation with all stakeholders of the PSS. The next PSDP will involve not only the major statistical agencies but also the other data producers, data users, and other stakeholders to ensure that the PSDP cover the entire PSS.

4. Scope of Work of the Consultants
The local and foreign Consultants and the NSCB Project Staff will work on the various phases of the Project. The Consultants will liaise very closely with the NSCB Project Staff and the NSCB Project Management Committee during the entire duration of the Project.
More specifically, the Consultants shall undertake the following tasks/functions with the assistance of the NSCB Project Staff:
a. Local Consultant (1) for the Formulation of the PSDP 2011-2017
b. Local Consultant (1) for Budgeting and Formulation of Medium-Term Expenditure and Human Resource Framework
c. Local Consultants (4) for the Assessment of Key Sectoral Statistics
d. Foreign Consultant (1) for the Formulation of the PSDP 2011-2017
e. Local Consultant (1) for the Advocacy and Communication Plan
