Philippine Standard Geographic Code (PSGC)

APPROVING THE PHILIPPINE STANDARD GEOGRAPHIC CODE

WHEREAS, a national standard geographic classification and coding system is necessary to enhance the comparability and consistency of statistics generated by different agencies according to geographic areas;

WHEREAS, in 1976, the Statistical Advisory Board recommended the adoption of the Philippine Standard Geographic Code (PSGC) by all government agencies as developed by the Statistical Coordination Office (now the NSCB) of the National Economic Development Authority (NEDA) in coordination with the Department of Local Government and Community Development (now the Department of Interior and Local Government (DILG)), Commission on Elections (COMELEC), National Statistics Office (NSO), National Computer Center (NCC), Department of National Defense (DND), Department of Agrarian Reform (DAR), Bureau of Lands, (now Land Management Bureau), and the Bureau of Posts;

WHEREAS, among the uses of the PSGC are: as a comprehensive frame in the conduct of censuses and sample surveys; as guide in regional and subregional development planning; as a control list of local government units (LGUs) in granting internal revenue allotment (IRA), establishment of databases, development of geographic information systems (GIS), updating of maps; and for assigning geographic codes on Voter’s Registration Records and voters identification number;

WHEREAS, in view of the continuing changes in the boundaries, names, status and composition of the country’s geographical-political subdivisions especially at the barangay level, there is a need for regular updating of the Philippine Standard Geographic Code;

WHEREAS, the Technical Working Group on Geographic Classification (TWG-GC) under the National Statistical Coordination Board (NSCB) Technical Committee on Statistical Standards and Classifications (TC-SSC) composed of member-representatives from the COMELEC, NSO, NCC, National Barangay Operations Office (NBOO) and Planning Service of DILG, National Mapping and Resource Information Authority (NAMRIA), Department of Budget and Management (DBM) and the NSCB, has updated the classification/masterlist of barangays as of 31 December 1996 and has prepared a draft of the 1996 revision of the Philippine Standard Geographic Code consisting of Part I: Municipality Code Book and Part II: Barangay Code Book in sixteen (16) regional volumes;

WHEREAS, the barangay classification as of 31 December 1996 and the Draft 1996 Philippine Standard Geographic Code have been reviewed by the TC-SSC;

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Board approve the 1996 Philippine Standard Geographic Code and recommend its adoption by all concerned government agencies.
