1. Develop a conceptual and statistical framework on Science and Technology Statistics and Indicator System to address the information requirements of:
   1. Science and Technology planning and policy formulation
   2. Monitoring of the National Science and Technology Plan (NSTP)
   3. Philippine Science and Technology Satellite Account
2. Provide inputs to the NSCB Technical Committee on Statistical Standards and Classification (TCSSC) in the development of standard concepts and definitions on S&T statistics and S&T classification systems
3. Draw up an institutionalization plan, delineating agency responsibilities in the implementation of the Science and Technology Statistics and Indicators System

1. Standard concepts and definitions of nine (9) R&D-related terms (approved through NSCB Resolution No. 12, series of 2007, dated 5 September 2007)
2. Recommendations on the improvement of the Compendium of R&D and other S&T-related statistics and indicators
3. Comments on the preliminary results of the 2005 Survey of R&D Expenditures and Human Resources in Government, Higher Education and Private Non-Profit Institutions
