Functions
  1. Review and assess the current issues and problems on the poverty statistics and other related indicators being produced by the Philippine Statistical System;
  2. Study the methodologies and estimation procedures used in generating official poverty statistics and related indicators and recommend improvements that will strike a balance between the requirements of data users and the resources available to the NSCB and concerned data producers;
  3. Recommend measures to ensure that the data requirements for poverty estimation are being produced by the concerned agencies; and
  4. Provide expert advice in the development of an efficient system of poverty estimation, taking into consideration the best practices in the generation of official poverty statistics in different countries.
Major Accomplishments in 2007
  1. Recommendations/endorsement of the official concepts and definitions for the poverty sector (first set) thru NSCB Resolution No. 2 Series of 2007, Approving and Adopting Official Concepts and Definitions for Statistical Purposes of the Poverty Sector.
  2. Recommendations/endorsement of the methodology for the advance estimation of the annual food and poverty thresholds thru NSCB Resolution No. 5, Series of 2007, Approving the Model-Based Estimation Methodology for the Annual Food and Poverty Thresholds.
  3. Recommendations/endorsement of the methodology for generating poverty estimates for the basic sectors thru NSCB Resolution No. 11, Series of 2007, Approving the Methodology for the Generation of Poverty Statistics for the Basic Sectors
  4. Recommendations on the following:
    • NSCB-implemented project: Improvement of the Provincial Poverty Estimation Methodology
    • NSO-implemented project: A Methodology for Predicting Annual Income & Expenditure Given One Round of the Family Income & Expenditure Survey (FIES)
Outputs for 2008

Recommendations on the official poverty estimation methodology

PRIORITY 1

Recommendations on the following issues:

  1. Estimation of poverty incidence using one-survey round of the FIES
  2.  Appropriate criteria for nutritional adequacy
  3. Reference families for the indirect estimation of non-food expenditure (or possibly, the direct estimation of non-food threshold)
  4. Reliability of provincial poverty estimates/ level of disaggregation and implications in the ranking of provinces based on poverty incidence 
  5. Recommendations/endorsement of the official concepts and definitions for statistical purposes of the poverty sector (second set)

PRIORITY 2

  1. Documentation of the official poverty estimation methodology including issues raised and some researches/studies undertaken:
    • Definition of Terms
    • Sources of Data for Official Poverty Indicators
    • Official Poverty Estimation Methodology
    • Issues on the Official Poverty Estimation Methodology
    • Recommendations through the PIDS implemented project: Comprehensive Documentation & Analysis of Issues on the Official Poverty Estimation Methodology of the Philippines
  2. Endorsement of the revision policy on the release of (preliminary and final) official poverty estimates
  3. Comments on the following poverty-related project implemented by NSCB:       
    • Model-Based Estimation of Annual Income & Expenditure Based on the FIES First Round Results Towards Improving the Timeliness of Official Poverty Statistics
    • Intercensal Updating of Small Area Poverty Estimates
