Functions
  1. Review and assess the current issues and problems on the poverty statistics and other related indicators being produced by the Philippine Statistical System;
  2. Study the methodologies and estimation procedures used in generating official poverty statistics and related indicators and recommend improvements that will strike a balance between the requirements of data users and the resources available to the NSCB and concerned data producers;
  3. Recommend measures to ensure that the data requirements for poverty estimation are being produced by the concerned agencies; and
  4. Provide expert advice in the development of an efficient system of poverty estimation, taking into consideration the best practices in the generation of official poverty statistics in different countries.
Major Accomplishments in 2011
  1. Inputs to the PSDP 2011-2017 Chapter on Income, Poverty and Hunger Statistics (Volume 1)
  2. Final recommendations on the proposed improvements in the official poverty estimation methodology
  3. The NSCB Technical Staff made initial computations on annual food and poverty thresholds using an alternative estimation methodology, i.e., direct use of CPI to estimate thresholds during non-FIES years.
  4. The NSCB Technical Staff, in collaboration with the Consultant, reviewed the small area poverty estimation methodology as part of the Project on the Generation of the 2009 Small Area Estimates (SAE) of Poverty.
Target Outputs for 2012
  1. Inputs to the PSDP 2011-2017 Chapter on Income, Poverty and Hunger Statistics (Volumes 1 and 2)
  2. Final recommendations on the generation of advance estimate of food and poverty threshold
  3. Review of the small area poverty estimation methodology
  4. Research studies on:

a. Possible generation of poverty statistics in between FIES years using APIS and FIES

b. Integrated review of the FIES, APIS, NNS and SFDAC
