Functions
  1. Serve as a forum to provide overall guidance particularly in resolving issues pertaining to the data sources, operational concepts/definitions, current and emerging issues of the education sector;
  2. Provide advice in the development and maintenance of statistical standards and classification systems relative to education;
  3. Formulate measures that will improve the system of data collection and reporting of education statistics/indicators;
  4. Recommend institutional arrangements/linkages among concerned education agencies on the generation and exchange of data/indicators;
  5. Recommend and cause the publication of common sets of education indicators useful for policy formulation;
  6. Identify and recommend to the NSCB Executive Board policies on current and emerging issues, and concepts and methodologies used in the education sector; and
  7. Monitor the over-all development of education statistics in the country
Major Accomplishments in 2007
  1. Approved in principle the proposed operational definition of functional literacy as formulated by the TWG on Functional Literacy pending some concerns that need to be addressed, such as policy uses of the various literacy levels
  2. Questions on functional literacy for the 2008 FLEMMS formulated by the TWG (for IAC approval)
  3. Recommended concepts and definitions for statistical purposes for the education sector – batch 2 (approved by the Board)
  4. Recommended data items for inclusion in the Compendium of Phil. Education Statistics (to be prepared by the 3 education agencies)
  5. Discussed the issues on the quality of education data, such as coverage and timeliness, towards the improvement of education statistics
Outputs for 2008
  1. Operational definition of functional literacy (for Board approval)
  2. Recommended questions on functional literacy for the 2008 FLEMMS for submission to NSO
  3. Recommendations to improve reporting of data by the private schools
  4. Inputs/recommendations in the preparation of the Compendium on Philippine Education Statistics
  5. Comments on the 2008 FLEMMS questionnaire for submission to NSO
  6. Refinements in the concepts and definitions in the “Glossary of Commonly Used Terms in Education Statistics” publication, with some concepts for Board approval
  7. Recommendations on the implementation of programs/activities in the PSDP Chapter on Education, Culture and Arts
