CREATING AN INTERAGENCY COMMITTEE
ON SECURITY SECTOR STATISTICS

WHEREAS, the 2005-2010 Philippine Statistical Development Program (PSDP) emphasizes the need for improving the efficiency of statistical processes in providing information needed in policymaking, target-setting and program monitoring;

WHEREAS, the security sector is crucial in ensuring economic stability and long term development in the country;

WHEREAS, there is a need for a more holistic approach and convergence in the strategies and activities of the security and development sectors in order to achieve sustainable peace and development; 

WHEREAS, the need to integrate security policy with development policy should be supported with relevant, accurate, and up-to-date statistics for better development outcomes;

WHEREAS, relevant security sector statistics would serve as basis for better plans, programs and policies in the security sector that would eventually lead to the attainment of a stable and secure environment conducive to development;

WHEREAS, the security sector statistics in our country are generated by a number of agencies under various departments and one mechanism for coordinating the statistical activities of these agencies and resolving statistical problems and issues on the security sector is thru the creation of an interagency committee involving the data producers and users;

WHEREAS, current statistical problems in the security sector include the use of different concepts and definitions, lack of statistical framework and lack of metadata, among others, necessitating a study of the various systems and methods of compiling and reporting the data;

WHEREAS, the NSCB as the highest policymaking and coordinating body on statistical matters is tasked to create interagency committees (IACs) to resolve statistical issues and to address emerging concerns to be able to provide accurate, relevant, and timely data for planning and programming purposes;

NOW, THEREFORE, an Interagency Committee on Security Sector              Statistics (IACSSS) is hereby created to be composed of the following:

    Director, Office of the Assistant Secretary for Plans
                and Programs, DND
    Representative, Department of Transportation and Communications                                                      
    Representative, National Economic and Development Authority
    Representative, National Intelligence Coordinating Agency 
    Representative, National Police Commission
    Director, Programs, Policies and Standards Office, NSCB
    Representative, Office of Civil Defense
    Representative, Office of the Presidential Adviser for the
                Peace Process
    Representative, National Defense College of the Philippines
    Representative, Private Sector         

The specific functions of the IAC are as follows:

  1. Serve as a forum for the discussion and resolution of statistical concerns and issues in the area of security sector;

  2. Develop the conceptual and statistical frameworks for the generation of statistics in the security sector;

  3. Review current techniques and methodologies in the production of relevant data in the security sector and recommend improvements;

  4. Recommend policies geared towards improved generation of security sector statistics, including the manner and form of reporting the statistics;

  5. Recommend standard concepts and definitions to be used for statistical purposes in the security sector;

  6. Recommend measures to enhance the dissemination of security sector statistics including the provision and accessibility of metadata; and

  7. Recommend efficient workable schemes for the allocation of agency responsibilities in the production of security sector statistics.

The membership of the Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General.  Furthermore, the Committee may invite other individuals as resource persons as the need for them arises.  To enhance effectiveness and efficiency of the IAC, the NSCB Technical Staff shall review its composition on an annual basis and recommend its reconstitution if deemed necessary.  For effective conduct of meetings, the IAC is authorized to define its own quorum. 

The Committee may create technical working groups as the need arises, to assist in the exercise of its functions, subject to the approval of the NSCB Secretary General.  A Technical and Secretariat staff, which shall be drawn from the NSCB and DND personnel, shall be provided to the Committee.  The Secretariat shall monitor compliance to policies formulated and report periodically to the Committee.  Administrative and logistics support shall be jointly provided by the NSCB and DND.  Other member-agencies are enjoined to give support whenever deemed necessary by the IAC.

The Committee shall adhere to the NSCB Guidelines for Interagency Committees, Technical Committees, Technical Working Groups, and Task Forces in the implementation of its activities and in the preparation of reports and recommendations.  It shall submit to the Secretary General its work program and report on the progress of its work, including the findings and recommendations on issues referred to it.

This Memorandum Order takes effect on 06 July 2009.
