RECONSTITUTING THE INTERAGENCY COMMITTEE
ON FOREIGN DIRECT INVESTMENT STATISTICS

WHEREAS, the Interagency Committee on Foreign Direct Investment Statistics (IACFDIS) was created through NSCB Memorandum Order No. 1-96, dated 02 September 1996, to give advise to the NSCB Executive Board in the rationalization and integration of foreign direct investments data in all aspects, including collection, processing, and dissemination;

WHEREAS, the IACFDIS was reconstituted on 23 June 2003 through NSCB Memorandum Order No. 007-2003 due to changes in the representation of some agencies and the need to expand the membership to avail of their expertise;

WHEREAS, the IACFDIS has institutionalized measures in the regular updating and maintenance of the Foreign Investments Information System (FIIS), with the NSCB acting as the depository of foreign direct investments (FDI) data, and the Bangko Sentral ng Pilipinas (BSP), Board of Investments (BOI), Philippine Economic Zone Authority (PEZA), Clark Development Corporation (CDC), Subic Bay Metropolitan Authority (SBMA), Securities and Exchange Commission (SEC), Bureau of Trade Regulation and Consumer Protection (BTRCP) and the National Statistics Office (NSO) as the major sources of data for the compilation of FDI statistics;

WHEREAS, improvements in the FIIS to include the measurement of outward investments, realized investments, exports/imports from FDI companies, employment generated, and other related concerns still need to be undertaken by the IACFDIS;

WHEREAS, due to recent developments and internal reorganization/restructuring in the offices of the IACFDIS member agencies, as well as to reaffirm the commitments of agencies involved in the generation of FDI statistics, there is a need to reconstitute the membership of the Committee to ensure that the Philippine Statistical System will continue to benefit from the technical expertise of the members of the IACFDIS in the resolution of current and emerging issues/problems related to FDI statistics;

NOW, THEREFORE, the composition of the IACFDIS is hereby amended as follows:

The specific functions of the Committee as stated in NSCB Memorandum Order No. 7, s. 2003, are retained, as follows:

Provide direction and institutionalize measures in the maintenance of the FIIS;
Undertake activities towards the improvement of the present system; and
Resolve issues that may arise in the generation of the FDI statistics.

The membership of the Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General. Furthermore, the Committee may invite other individuals as resource persons as the need for them arises.

The Committee may create technical working groups as the need arises, to assist in the exercise of its functions, subject to the approval of the NSCB Secretary General. A technical and secretariat staff, which shall be drawn from the NSCB personnel, shall be provided to the Committee. Administrative and logistics support shall be provided by the NSCB. Other member-agencies are enjoined to give same support whenever deemed necessary by the IAC.

The Committee shall adhere to the NSCB Guidelines for Interagency Committees, Technical Committees, Technical Working Groups, and Task Forces, in the implementation of its activities and in the preparation of reports and recommendations. It shall submit to the Secretary General its work program and report on the progress of its work, including the findings and recommendations on issues referred to it.

This Memorandum Order takes effect on 11 June 2008.
