CREATING A REGIONAL STATISTICAL COORDINATION COMMITTEE
IN REGION VII

WHEREAS, the demand for data to support development planning and the implementation and monitoring of programs and projects at the subnational level has continued to increase in view of the decentralization thrust of the government;

WHEREAS, Executive Order No. 121, Reorganizing and Strengthening the Philippine Statistical System (PSS) and for Other Purposes, issued in January 1987, created the NSCB and specifically mandated the office to establish appropriate mechanisms for statistical coordination at the regional, provincial, and city levels to address the statistical concerns obtaining in these areas;

WHEREAS, NSCB Resolution No. 1, Series of 1992, provided the scheme for the creation of Regional Statistical Coordination Committees (RSCCs), on a staggered basis, in the different regions of the country to provide direction and guidance to regional/local statistical development activities and likewise prescribed the composition, powers and functions of the committees;

WHEREAS, pursuant to this Resolution, 13 RSCCs have been created in Regions I, II, III, IV-A, IV-B, V, VI, VIII, IX, X, XI, XII, and the Cordillera Administrative Region and these committees have helped in harmonizing the statistical operations of regional data producers for more effective generation of reliable, timely, and adequate data;

WHEREAS, the organization of RSCCs in the other regions has been largely hampered by the fact that the NSCB has no regional presence in these areas because the proposed establishment of the additional NSCB Regional Divisions has not been approved by the Department of Budget and Management;

WHEREAS, the NEDA Regional Office VII has proposed the creation of an RSCC in Region VII and has expressed its willingness to chair the Committee and, at the same time, serve as its Secretariat until such time that an NSCB Regional Division is established in the region;

NOW, THEREFORE, a Regional Statistical Coordination Committee is hereby created in Region VII to be composed of the following:

Depending on the statistical problem areas and issues to be resolved, other agencies may be involved in the activities of the RSCC through memberships in the task forces to be created by the Committee and/or as resource persons on an on-call basis.

As provided for in Executive Order No. 135, Providing for the Establishment of         A Well-Coordinated Local Level Statistical System, issued in November 1993, the RSCC shall, in general, serve as the link between the NSCB and the local government units (LGUs) on statistical matters.  Thus, all statistical activities of the LGUs shall be planned and implemented in coordination with the RSCC.

The specific powers and functions of the Committee as stated in NSCB Resolution No. 1-1992 are adopted as follows:

  1. Oversee the implementation of policy decisions made by the NSCB Executive Board and the adoption of prescribed statistical standard methodologies and classification systems in Region VII;

  2. Institute measures to strengthen the statistical capability in the region by resolving problems and issues peculiar to the area within the context of national statistical policies and setting priorities on statistical activities to ensure the timely production of useful and reliable data for regional/local development planning and decision making;

  3. Elevate statistical matters not specific to the region and its provinces to the NSCB Executive Board through the Regional Development Council (RDC);

  4. Create interagency statistical task forces that could attend to technical issues and problems and to supervise the activities of these task forces;

  5. Meet at least once a quarter at such date, time, and place it may decide; and

  6. Submit periodic reports to the NSCB and to the RDC on the statistical development activities in the region.

Based on the provisions of NSCB Resolution No. 1-1992, the RSCC shall be under the administrative supervision of the RDC, which shall review and approve the RSCC work program and take measures to ensure its implementation.  The RDC may also modify the composition of the RSCC to provide flexibility in its operations.  The NSCB Technical Staff, on the other hand, shall: (1) formulate guidelines on statistical coordination at the subnational level; (2) apprise the RSCC and the RDC regularly of the statistical policies issued by the NSCB Executive Board; (3) monitor the progress of the RSCC and make recommendations for improving its operations; and (4) resolve issues raised by the RSCC.

This Memorandum Order takes effect on 07 May 2008.
