NSCB Memorandum Order No. 005

RECONSTITUTING THE INTERAGENCY COMMITTEE
ON EDUCATION STATISTICS

WHEREAS, the Interagency Committee on Education Statistics (IACES) was created through NSCB Memorandum Order No. 12, s. 2003, to discuss and resolve issues concerning the generation and dissemination of education statistics in the country;

WHEREAS, to ensure wider participation and access to sectoral expertise in the resolution of current and emerging issues related to the improvement of Philippine education statistics, there is a need to reconstitute the IACES;

NOW, THEREFORE, the composition of the IACES is hereby amended as follows:

The specific functions of the Committee as stated in NSCB Memorandum Order No. 12, s. 2003, are retained, as follows:

1. Serve as a forum to provide overall guidance particularly in resolving issues pertaining to the data sources, operational concepts/definitions, current and emerging issues of the education sector;

2. Provide advice in the development and maintenance of statistical standards and classification systems relative to education;

3. Formulate measures that will improve the system of data collection and reporting of education statistics/indicators;

4. Recommend institutional arrangements/linkages among concerned education agencies on the generation and exchange of data/indicators;

5. Recommend and cause the publication of common sets of education indicators useful for policy formulation;

6. Identify and recommend to the NSCB Executive Board policies on current and emerging issues, and concepts and methodologies used in the education sector;  and

7. Monitor the overall development of education statistics in the country.

The membership of the Committee may be increased or decreased, as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General.  Furthermore, the Committee may invite other individuals as resource persons as the need for them arises.

The Committee may create technical working groups as the need arises, to assist in the exercise of its functions, subject to the approval of the NSCB Secretary General.     A technical and secretariat staff, which shall be drawn from the personnel of the DepEd, CHED, TESDA, and NSCB, shall be provided to the Committee. Administrative and logistics support shall be jointly provided by the concerned agencies.

The Committee shall adhere to the NSCB Guidelines for Interagency Committees (IACs), Technical Committees (TCs), Technical Working Groups (TWGs), and Task Forces (TFs), in the implementation of its activities and in the preparation of reports and recommendations.  It shall submit to the Secretary General its work program and report on the progress of its work, including the findings and recommendations on issues referred to it.

            This Memorandum Order takes effect on 13 February 2008.
