RECONSTITUTING THE TECHNICAL COMMITTEE
ON POPULATION AND HOUSING STATISTICS

WHEREAS, the Technical Committee on Population and Housing Statistics (TCPHS) was created thru NSCB Memorandum Order No. 2, s. 1988, to promote the orderly development and maintenance of a system for population and housing statistics that will provide timely, accurate and useful data for planning and decision-making.

WHEREAS, the TCPHS was first reconstituted thru NSCB Memorandum Order No. 4, s. 1993, due to the need to expand the membership to avail of their expertise;

WHEREAS, the TCPHS was again reorganized as per NSCB Memorandum Order No. 4, s. 2005, and NSCB Memorandum Order No. 4, s. 2006;

WHEREAS, there is a need to further reconstitute the Technical Committee to avail of the needed expertise and to ensure closer interaction and coordination among the concerned agencies;

NOW, THEREFORE, the composition of the TCPHS as provided in NSCB Memorandum Order No. 4, Series of 2006, is hereby amended as follows:

The specific functions of the Technical Committee are as follows:

  1. Review and assess current issues and problems on statistics of population and its characteristics and housing;
  2. Study present techniques and methodologies in the production, estimation and projection of population and housing statistics and recommend measures and techniques to obtain more reliable estimates;
  3. Recommend for adoption official estimates of population and housing projections and other demographic indicators, such as infant mortality rate, crude death rate, etc.;
  4. Provide expert advice in the development of an efficient system of population and housing data production;  and
  5. Review concepts and definitions on population and housing statistics.

The membership of the Technical Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General.

The Technical Committee may create technical working groups and task forces as the need arises to assist in the exercise of its functions. A technical and secretariat staff which shall be drawn from the NSCB personnel, shall be provided to the Technical Committee.

The NSCB Secretary General shall issue the necessary guidelines for the TC activities, reports and recommendations. The Technical Committee shall submit to the Secretary General its work program and report on the progress of its work including the findings and recommendations on issues referred to it.

  This Memorandum Order takes effect on 13 February 2008.
