NSCB Memorandum Order No. 003

RECONSTITUTING THE TECHNICAL COMMITTEE ON PRICE STATISTICS

WHEREAS, the Technical Committee on Price Statistics (TCPS) was created in 1988 by virtue of NSCB Memorandum Order No. 5, s. 1988, to advise the NSCB Executive Board in the rationalization and integration of the production of price statistics in all its aspects, including collection, processing, and analysis;

WHEREAS, in view of the need to expand the Committee membership, the TCPS had been reconstituted in the years 1993, 2000, 2003 and 2005;

WHEREAS, there is a felt need to reconstitute the TCPS anew to enable it to better respond to the emerging needs and concerns of its stakeholders through the expertise of its members, and to fill up the posts vacated by some of the members;

NOW, THEREFORE, the composition of the TCPS is hereby amended as follows:

The membership of the Technical Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General.  Furthermore, the Committee may create Technical Working Groups/Task Forces as the need arises, to assist in the exercise of its functions. Membership of said TWGs/TFs shall come from the technical staff of the agencies represented in the Committee and other government entities. A technical and administrative support, which shall be drawn from the NSCB personnel, shall be provided to the Committee.

The specific objectives of the Technical Committee as stated in NSCB Memorandum Order No. 9, s. 2005, are retained, as follows:

1. Determine the needs and uses for price statistics and prepare an order of priority for the compilation of the more important and/or new series;
2. Assess and evaluate existing price statistics as to their quality, usefulness, and timeliness, and determine areas of duplication as well as gaps;
3. Study present techniques and methodologies employed in the production of price statistics, and recommend measures to obtain more accurate and meaningful price data;
4. Study new techniques and methodologies, and evaluate their relevance and usefulness for the Philippine economy; and
5. Develop an efficient workable scheme for the allocation of agency responsibilities in the production of general price statistics.

The NSCB Secretary General shall issue the necessary guidelines, rules and procedures governing the Committee’s activities, reports and recommendations. The Technical Committee shall submit to the Secretary General its work program and report on the progress of its work, including the findings and recommendations on issues referred to it.

The Memorandum Order takes effect on 13 February 2008.
