RECONSTITUTING THE INTERAGENCY COMMITTEE ON INFORMATION
AND COMMUNICATIONS TECHNOLOGY STATISTICS

WHEREAS, the Interagency Committee on Information and Communications Technology Statistics (IAC-ICTS) was created through NSCB Memorandum Order No. 5, s. 2006, to resolve issues, review current techniques/methodologies, and recommend policies and workable schemes towards the improvement of information and communications technology and other related statistics;

WHEREAS, in view of the changes in representation of some agencies, there is a need to reconstitute the IAC-ICTS to ensure that the Philippine Statistical System will continue to benefit from the technical expertise of the members of the IAC in the resolution of current and emerging issues related to the improvement of Philippine ICT statistics;

NOW, THEREFORE, the composition on the IAC-ICTS is hereby amended as follows:

The specific functions of the IAC are as follows:

  1. Recommend policies geared towards improved generation, dissemination and utilization of ICT statistics including the data gaps;
  2. Serve as a forum for the discussion and resolution of issues relating to ICT statistics and monitor the over-all development of ICT statistics in the country;
  3. Formulate a national ICT statistical framework;
  4. Review the concepts, techniques, and methodologies used in the collection, processing and reporting of ICT statistics to ensure conformity with prescribed statistical standards;
  5. Provide assistance and guidance in the regular generation of the estimates of the value of e-Commerce transactions, ICT satellite account and other ICT statistics;
  6. Provide inputs to the NSCB Technical Committee on Statistical Standards and Classification (TCSSC) in the development of standard concepts and definitions on ICT statistics and ICT classification systems;
  7. Provide direction and support in the development of an estimation methodology in the valuation of e-Commerce and the compilation of satellite accounts on ICT as well as recommend mechanisms for their institutionalization;
  8. Present the results of and recommendations on the contribution of e-Commerce, the generation of the ICT as a satellite accounts of the Philippine System of National Accounts (PSNA) to the NSCB Executive Board;  and
  9. Monitor the over-all development of ICT statistics in the country

The membership of the IAC may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the Secretary General of the NSCB.  The IAC may also create technical working groups and task forces as the need arises, to assist in the exercise of its functions.  Moreover, the IAC may invite other experts as resource persons as the need for them arises.  The coordination, technical and secretarial services required by the IAC shall be provided by a group of technical staff coming from the NSCB.

The IAC shall adhere to the NSCB Guidelines for Interagency Committees (IACs), Technical Committees (TCs), Technical Working Groups (TWGs) and Task Forces (TFs) in the implementation of its activities, reports and recommendations.

This Memorandum Order takes effect on 13 February 2008.
