RECONSTITUTING FURTHER THE TECHNICAL COMMITTEE
ON POVERTY STATISTICS

WHEREAS, the Technical Committee on Poverty Statistics (TC PovStat) was created through NSCB Memorandum Order No. 8, s. 2003, to recommend improvements in the official poverty estimation methodology;

WHEREAS, the TC PovStat was first reconstituted with the issuance of NSCB Memorandum Order No. 8, s. of 2005, to ensure that the Philippine Statistical System will continue to benefit from the technical expertise of the members of the TC PovStat in the resolution of emerging issues related to poverty statistics;

WHEREAS, there is a felt need to reconstitute anew the TC PovStat to better avail of the required sectoral expertise, to ensure closer interaction and coordination among concerned agencies, and to fill up the posts vacated by some of the members;

NOW, THEREFORE, the composition of the TC PovStat is hereby amended as follows:

The specific functions of the Committee as stated in Memo Order No. 8, s. 2003, are retained, as follows:

Review and assess the current issues and problems on the poverty statistics and other related indicators being produced by the Philippine Statistical System;
Study the methodologies and estimation procedures used in generating official poverty statistics and related indicators and recommend improvements that will strike a balance between the requirements of data users and the resources available to the NSCB and concerned data producers;
Recommend measures to ensure that the data requirements for poverty estimation are being produced by the concerned agencies; and
Provide expert advice in the development of an efficient system of poverty estimation, taking into consideration the best practices in the generation of official poverty statistics in different countries.

The membership of the Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General. Resource persons shall be invited to the Committee meetings whenever necessary. The Chair of the Committee is also authorized to designate selected members of the Committee to comprise groups that will discuss special technical issues. Furthermore, the Committee may create Technical Working Groups and/or Task Forces as the need arises, to assist in the exercise of its functions. A technical and secretariat staff, which shall be drawn from the NSCB personnel, shall be provided to the Committee.

The NSCB Secretary General shall issue the necessary guidelines for the committee activities, reports, and recommendations. The Committee shall submit periodic reports to the NSCB on the progress of its work, including recommendations on issues referred to it.

This Memorandum Order shall take effect on 13 February 2008.
