CREATION OF AN INTER-AGENCY COMMITTEE
ON EDUCATION STATISTICS

WHEREAS, a Memorandum of Understanding (MOU) was made and entered into by and among the Department of Education (DepEd), the Commission on Higher Education (CHED), the Technical Education and Skills Development Authority (TESDA), and the National Statistical Coordination Board (NSCB) during the 1996 National Statistics Month (NSM) celebration in their common pursuit of initiatives towards the improvement of Philippine education statistics;

WHEREAS, the National Statistical Coordination Board created the Technical Working Group on Education Statistics (TWG) tasked to implement the provisions of the MOU;

WHEREAS, the TWG has completed the following outputs: Conceptual Framework for the Development of Education Statistics and List of Indicators, and Glossary of Terms in Education Statistics;

WHEREAS, other expected tasks of the TWG have yet to be undertaken;

WHEREAS, recent developments call for the resolution of current and emerging issues by stakeholders in the field of education statistics, like the need for a thorough review of the proposed operational definition of functional literacy and its measurement through the Functional Literacy, Education and Mass Media Survey (FLEMMS) questionnaire, among others, as resolved by the NSCB Executive Board through Board Resolution No. 10, s. 2003;

WHEREAS, it is recognized that an Inter-Agency Committee on Education Statistics (IAC-ES) can provide the proper forum to accomplish the remaining tasks of the TWG as well as discuss and resolve more issues concerning the generation and dissemination of education statistics;

WHEREAS, the National Coordinating Council for Education (NCCE) has created a Technical Working Group on Education Statistics composed of representatives from DepEd, CHED and TESDA, and tasked to: (a) “review the MIS of the member agencies and how these could be made compatible”, and (b) “provide inputs to the development of a common Philippine information system on education”;

WHEREAS, in keeping with the need to optimize the use of government resources, the proposed IAC-ES and the existing NCEE-TWG on Education Statistics (NCEE-TWG-ES) shall convene as one body, with the former’s composition to include additional members as provided for by this Memorandum Order;

WHEREAS, the NCCE is amenable to this kind of arrangement;

NOW, THEREFORE, an Inter-Agency Committee on Education Statistics is hereby created to be composed of the following:

Director, Social Statistics Office, National Statistical Member
Coordination Board (NSCB)
Director, Households Statistics Department, Member
National Statistics Office (NSO)
Technical Staff, Senate Committee on Education Member
Technical Staff, House Committee on Basic Education Member
President, Coordinating Council of Private Education Member
Association (COCOPEA)
The specific functions of the committee are as follows:

  1. Serve as a forum to provide overall guidance particularly in resolving issues pertaining to the data sources, operational concepts/definitions, current and emerging issues of the education sector;
  2. Provide advice in the development and maintenance of statistical standards and classification systems relative to education;
  3. Formulate measures that will improve the system of data collection and reporting of education statistics/indicators;
  4. Recommend institutional arrangements/linkages among concerned education agencies on the generation and exchange of data/indicators;
  5. Recommend and cause the publication of common sets of education indicators useful for policy formulation;
  6. Identify and recommend to the NSCB Executive Board policies on current and emerging issues, and concepts and methodologies used in the education sector; and
  7. Monitor the over-all development of education statistics in the country

The membership of the IAC-ES may be increased/decreased as the exigencies of its wok require provided that it shall be authorized by the NSCB Secretary General.

The IAC–ES may create technical working groups and task forces as the need arises, to assist in the exercise of its functions. A technical secretariat, which shall be drawn from the personnel of the DepEd, CHED, TESDA and NSCB, shall be provided to the Inter-Agency Committee. Administrative and logistics support shall be jointly provided by the concerned agencies.

The Inter-Agency Committee shall submit periodic reports to the NSCB on the progress of its work, including the findings and recommendations on issues referred to it.

This Memorandum Order takes effect on 12 December 2003.
