RECONSTITUTING FURTHER THE TECHNICAL COMMITTEE ON
THE SEASONAL ADJUSTMENT OF PHILIPPINE TIME SERIES

WHEREAS, the Technical Committee on the Seasonal Adjustment of Philippine Time Series (TCSAPTS) was created through NSCB Memorandum Order No. 6-93, dated October 27, 1993, to provide technical supervision, direction and expert advice on the generation and release of seasonally adjusted time series;

WHEREAS, the TCSAPTS was reconstituted through NSCB Memorandum Order No. 3-2000 to ensure wider participation and avail of the needed expertise of concerned agencies;

WHEREAS, there is a need to further reconstitute the TCSAPTS due to personnel movements in the member agencies;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the composition of the Technical Committee on the Seasonal Adjustment of Philippine Time Series (TCSAPTS) be amended as follows:

The specific functions of the Committee are as follows:

To provide technical supervision, direction and expert advice on the generation, analysis, and dissemination of seasonally adjusted time series;
To resolve issues on the generation and release of seasonally adjusted time series by concerned agencies;
To review the seasonally adjusted series produced by the concerned agencies in terms of consistency of the results of seasonal adjustment;
To formulate recommendations on the designation of seasonally adjusted series by concerned agencies; and
To assist the Statistical Research and Training Center in drawing up training programs on seasonal adjustment procedures and techniques, and analysis of seasonally adjusted series.

The membership of the Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General. The Committee may create Technical Working Groups and/or Task Forces as the need for them arises. Furthermore, the TC may call on any member of the technical staff of the member agencies and other agencies as the need for their services arises. A technical and secretariat staff which shall be drawn from the NSCB personnel shall also be provided to the Committee.

The NSCB Secretary General shall issue the necessary guidelines for the Committee activities, reports and recommendations. The TC shall submit to the Secretary General its work program and periodic reports on the progress of its work, including its findings and recommendations on technical issues referred to it.

This Memorandum Order takes effect on 15 January 2003.
