CREATION OF THE INTER-AGENCY COMMITTEE ON GENDER STATISTICS

WHEREAS, Art. II, Sec 14, of the 1987 Philippine Constitution provides that, “The State recognizes the role of women in nation-building, and shall ensure the fundamental equality before the law of women and men;”

WHEREAS, the Philippines is a signatory to the Beijing Declaration and Platform for Action adopted during the Fourth World Conference on Women held in Beijing, China in 1995 and is therefore committed to removing all the obstacles to women’s active participation in all spheres of public and private life through a full and equal share in economic, social, cultural, and political decision-making;

WHEREAS, the Philippine Plan for Gender-Responsive Development, (PPGD) 1995-2025 was officially adopted as the Philippine government’s 30-year perspective framework for pursuing full equality and development for women and men which is anchored on a vision of development that is equitable, sustainable, and free from violence, respectful of human rights, supportive of self-determination, and the actualization of human potentials, and participatory and empowering;

WHEREAS, the NSCB issued NSCB Resolution No. 8, Series of 1994, “Enjoining Different Agencies to Promote Gender Concerns in the Generation of Statistics” in order to make available a comprehensive set of information which is gender-sensitive and will serve as a sound basis for formulating plans and programs aimed at improving the status of women as well as for monitoring the impact of such plans and programs;

WHEREAS, NSCB Memorandum Order No. 1-97, created the inter-agency Task Force to Generate Statistics on Violence against Women and Children to: (1) formulate a framework on the development of statistics on VAWC; (2) review the concepts, definitions, issues, and problems related to the generation of VAWC statistics; (3) review related studies on VAWC; and (4) develop and recommend a methodology for generating the needed statistics;

WHEREAS, the NSCB issued NSCB Resolution No. 5, Series of 2001, “Approval and Adoption of the Statistical Framework on Gender and Development Indicators System” in order to develop a core set of indicators that will monitor the over-all development of women as compared to men and direct the NSCB Technical Staff to prepare a Memorandum Order for the Creation of an Inter-Agency Committee on Gender Statistics;

WHEREAS, the Philippine Statistical Development Program 1999-2004 translates the mission of the Philippine Statistical System into programs and activities, among others the institutionalization of the system of gender and development statistics and indicators for all sectors;

WHEREAS, the NSCB as the highest policy-making and coordinating body on statistical matters is tasked to create inter-agency committees to resolve statistical issues and to address emerging concerns to be able to provide relevant, reliable, and timely data for planning and programming purposes;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that in order to assist the Board in the exercise of its function, an Inter-Agency Committee (IAC) on Gender Statistics be created.

The Inter-Agency Committee shall consist of the following agencies:

Co-Chair: National Commission on the Role of Filipino Women (NCRFW)
National Statistics Office (NSO)
Members: Department of Education (DepEd)
Department of Health (DOH)
Department of the Interior and Local Government (DILG)
Department of Environment and Natural Resources (DENR)
Bureau of Agricultural Statistics (BAS)
Bureau of Labor and Employment Statistics (BLES)
Department of Social Welfare and Development (DSWD)
Commission on Higher Education (CHED)
National Economic and Development Authority (NEDA)
Philippine National Police (PNP)
Department of Foreign Affairs (DFA)
Statistical Research and Training Center (SRTC)
Technical Education and Skills Development Authority (TESDA)
Women’s Studies Association of the Philippines (WSAP)

The specific functions of the Inter-Agency Committee are as follows:

  1. Formulate measures that will improve the system of collection and dissemination of sex disaggregated data at the national and local levels;

  2. Formulate measures to ensure that the data requirements of the Statistical Framework on Gender and Development Indicators System and the Statistical Framework Related to the Protection of Women and Children are being compiled by all concerned agencies;

  3. Identify and recommend statistical policies to the NSCB Executive Board for the generation of data support on gender issues;

  4. Monitor the over-all development of gender statistics in the country.

The membership of the Inter-Agency Committee may be increased or decreased, as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General.

The Inter-Agency Committee may create technical working groups and task forces as the need arises, to assist in the exercise of its functions. A technical and secretariat staff, which shall be drawn from, the NSCB personnel, shall be provided to the Inter-Agency Committee.

The NSCB Secretary General shall issue the necessary guidelines for the IAC activities, reports, and recommendations. The Inter-Agency Committee shall submit to the Secretary General its work program and report on the progress of its work including the findings and recommendations on issues referred to it.

This Order takes effect on 04 January 2002.
