CREATION OF A TASK FORCE ON THE PERFORMANCE MEASUREMENT SCHEME FOR NATIONAL STATISTICAL AGENCIES AND
OTHER DATA PRODUCERS

WHEREAS, Section 7 of Article III of the Constitution provides that “the right of the people to information on matters of public concern is recognized and that access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as government research data used as basis for policy development shall be afforded the citizen, subject to such limitations as may be provided by law”;

WHEREAS, the Philippine Statistical System (PSS) is a highly decentralized system where many agencies gather, compile, process, aggregate and disseminate data in accordance with their respective mandates;

WHEREAS, the rapidly increasing demand for information has raised user expectations and more pressure on the quality of official data;

WHEREAS, there is a need to monitor and assess the performance of national statistical offices and other data producers in order to determine the capabilities of agencies in responding to the needs of their clients and other stakeholders;

WHEREAS, the results of the monitoring process shall be used for advocacy, promoting public accountability of statistical offices, benchmark for setting appropriate statistical standards, help managers of the statistical agencies judge their own performance relative to global best practices and for revising the performance measurement, whenever necessary;

WHEREAS, the creation of an Interagency Task Force on the Performance Measurement Scheme for national statistical agencies and other data producers is necessary to review the criteria, measures/parameters, standards for evaluation and incentive/award system;

NOW, THEREFORE, the creation of a Task Force on the Performance Measurement Scheme is hereby approved which shall be composed of the following:

Chair: National Statistical Coordination Board

Vice-Chair: National Statistics Office

Members:

Bureau of Labor and Employment Statistics
Bureau of Agricultural Statistics
Statistical Research and Training Center
Department of Education, Culture and Sports
Department of Health
Department of Trade and Industry
Bangko Sentral ng Pilipinas

Resource persons shall be invited to the Task Force whenever necessary.

The specific functions of the Task Force are as follows:

To review the criteria, measures/parameters and questionnaires for measuring performance of national statistical agencies and other data producers;
To review and recommend standards for evaluation; and
To recommend an incentive/award system.

A technical and secretariat group to be drawn from the NSCB technical staff shall be provided to the Task Force while other agencies may also be requested to participate in the work of the said group.

The Task Force shall submit its final report and recommendation to the Board on or before 15 June 2001.
