REORGANIZING THE INTER-AGENCY COMMITTEE ON AGRICULTURE, FISHERY AND FORESTRY STATISTICS

WHEREAS, the Inter-Agency Committee on Agriculture, Fishery and Forestry Statistics was created through NSCB Memorandum Order No. 1-95, dated July 6, 1995 to serve as forum for the discussion and resolution of issues pertaining to the generation of agriculture, fishery and forestry statistics;

WHEREAS, there is a need to provide a regular forum to resolve current and emerging problems/issues and data gaps surrounding the agriculture, fishery and forestry sectors;

WHEREAS, to effectively address the issues, there is a need to reconstitute the Committee to ensure wider participation and ensure closer interaction and coordination among concerned agencies;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the composition of the Inter-Agency Committee on Agriculture, Fishery and Forestry Statistics (IACAFFS) be amended as follows:

The specific functions of the Committee are as follows:

To serve as a forum for the discussion of the issues raised by concerned producers and users of agriculture, fishery and forestry statistics;
To assess and evaluate existing statistics on the agriculture, fishery and forestry sector in terms of quality, usefulness and timeliness, and determine areas of duplication, discrepancies and gaps;
To review the concepts, techniques, and methodologies used in the collection, processing and reporting of agriculture, fishery and forestry statistics to ensure conformity with prescribed statistical standards; and
To recommend an efficient and workable scheme for the allocation of agency responsibilities in the production of agriculture, fishery and forestry statistics

The membership of the Committee may be increased or decreased as the exigencies of its work require, provided that it shall be authorized by the NSCB Secretary General. The Committee may create Technical Working Group and/or Task Forces as the need for them arises. Furthermore, the IAC may call on any member of the technical staff of the member agencies and other agencies as the need for their services arises. A technical and secretariat staff which shall be drawn from the NSCB personnel shall also be provided to the Committee.

The NSCB Secretary General shall issue the necessary guidelines for the Committee’s activities, reports and recommendations. The IAC shall submit to the Secretary General its work program and periodic reports on the progress of its work, including its findings and recommendations on technical issues referred to it.

This Memorandum Order takes effect on May 15, 2000.
